After months of negotiations with the Ethiopian government, the World Bank has finally come up with a formula on how to support Ethiopia. Disappointed with what it felt was a "deterioration in governance quality" since Ethiopia's post election crises, and unwilling to disengage at the same time, the Bank's board of directors decided last month to release 215 million dollars to support an interim programme now known as Protection of Basic Services (PBS). It is a two-year programme with "ambitious goals" and part of the 491 million dollars the Bank is prepared to outlay to Ethiopia this fiscal year.
Under PBS, the 215 million dollars (the first 90 million dollars has been transferred to the government coffer last week) has to go for basic health, education and water services at the local level, and it should come in addition to what the government intending to put in those sectors, according to Ishac Diwan, country director of the World Bank to Ethiopia and Sudan. In an exclusive interview he gave to Tamrat G. Giorgis, our managing editor, Mr. Diwan said this fund has to respect fairness and should be distributed without any corruption. more >>
